Exclusive ownership means the best available player cannot simply join every squad at once. When several managers want the same player, waivers decide who gets them. When nobody has an active claim and the waiver window has passed, that player can become a free agent and move immediately.
The difference matters because a waiver claim waits for processing, while a free-agent signing is completed there and then. The right choice depends on the player's demand, your place in the priority order, the time until kickoff and whether you can afford to let another manager move first.
Owned, Waivers or Free agent
Every player in the Player Pool has an availability status. Owned means they belong exclusively to one team. Waivers means managers can submit a claim but cannot add the player instantly. Free agent means the player is available for an immediate signing, provided their club has not reached its first assigned kickoff in the active TFF Gameweek.
Locked is different. It is not a Player Pool status, but a transaction and lineup restriction tied to kickoff. A player can be on waivers and still accept claims after their club has kicked off for that gameweek, while a free agent can no longer be added instantly once that kickoff starts.
The first waiver window after activation
When a TFF league activates after a draft, every undrafted player enters waivers for 24 hours. The clock starts when the league activates. Initial priority is the reverse of the first-round draft order, so the manager who picked last has the first opportunity to claim an unowned player.
Claims process when the window becomes due, with the waiver job checking for them every five minutes. Unclaimed players then become free agents until their club's next relevant kickoff. That opening period gives every manager a fair chance to react to the completed squads before instant signings begin.
How the weekly waiver cycle works
During the season, unowned free agents from a club return to waivers when that club reaches its first assigned kickoff. After the final assigned kickoff of the TFF Gameweek, the platform works through two main checkpoints:

After 12 hours: the Gameweek is finalised, including automatic substitutions, matchup results, standings and the next waiver-priority snapshot.

After 24 hours: eligible trades process first, followed by waiver claims and the release of unclaimed due players into free agency.
The Transfer Portal shows the process time, and managers with pending claims can receive a reminder before the deadline. Players dropped during the week use their own rolling 24-hour waiver clocks, so they may clear separately from the main weekly batch.
How waiver priority is decided
After a normal League Gameweek becomes Final, TFF rebuilds priority from the latest standings. The lowest-ranked team receives first priority and the leading team goes last. Cup, Playoff and Bye weeks do not create a new league-table order, so the most recent stored League priority continues to apply.
A successful claim moves that manager to the back of the current order before the next claim round. A lost or skipped claim does not. Complete ties in the table are resolved once and stored, while commissioners cannot manually edit priority or choose a different waiver system.
Submit and rank up to five claims
Select Claim beside a waivers player in the Player Pool to open the Transfer Portal. If your countable roster already contains 16 players, you must choose somebody to drop. Below 16, the drop is optional. Claims remain hidden from other managers and can be reordered or cancelled before the deadline, but the incoming and outgoing players cannot be edited in place.
Each team can hold up to five pending claims, ranked from Claim priority 1 to 5. TFF processes every manager's first claim in the current league order, moves successful managers to the back, then runs every second claim in the updated order. The process continues through all five rounds, so winning one player does not cancel your later claims.
A simple claim-round example
Suppose Team A, Team B and Team C hold priority in that order. All three make Winger X their first claim, while Team A also ranks Midfielder Y second. Team A wins Winger X in round one and moves behind Teams B and C. Their second claim still runs in round two, so they can also win Midfielder Y if nobody ahead of them claims that player at the same rank.
If Team B had made Midfielder Y its second claim, Team B would act before Team A in round two. Managers can therefore win more than one player in a single run, but every successful claim changes the order for the rounds that follow.
Claims cannot create an illegal squad
Every waiver or free-agent move is checked before ownership changes. Countable rosters can hold 13 to 16 players, with injured reserve excluded from that number. There is a maximum of 2 goalkeepers and 7 players in any outfield position. A full 16-player roster must also contain enough players to field the legal XI, including both FLEX places.
The add and drop happen together. If another transaction has already removed your nominated outgoing player, or the move would make the squad illegal, the claim is skipped and the original roster stays untouched. Later claims can still continue.
Free agents are immediate, but not free of risk
Once a waiver window clears, unclaimed players become free agents. Signings are immediate through the Transfer Portal. A drop is required when your countable roster is already at 16, while a team below 16 can add without one. The same roster and locked-starter checks still apply.
An instant free-agent signing also moves the manager to the back of the live waiver order. The next League finalisation will rebuild the scheduled weekly priority from the standings, but the live change can matter for a rolling claim on a recently dropped player. Waiting for free agency avoids using one of your five pending claims, not necessarily every priority consequence.
Dropped players return to waivers
Every dropped player receives a fresh 24-hour waiver period. The former manager is allowed to claim them again, and an injury or suspension does not change the clock. If the player is still transaction-locked, their processing time can extend beyond the basic 24 hours.
Kickoff also changes what can be moved. A starter locked in the active Gameweek cannot be dropped until that processing window ends, while a locked bench, reserve or injured-reserve player can still be dropped. Double-Gameweek players lock at their earliest assigned kickoff, while players without a fixture do not receive a club-kickoff lock.
When should you claim or wait?
Use a claim when the player would materially improve your squad and is unlikely to survive the waiver run. Rank alternatives rather than submitting one all-or-nothing request, and make sure every proposed drop still leaves a legal roster. Waiting for free agency makes more sense when the player is replaceable, demand should be low and you are comfortable losing them.
